Jefferson City — This Week in the Missouri Senate reviews House Bill 137, which changes the laws regarding competitive bidding for a contract license office. The measure was the only not to be signed or vetoed by the executive branch; rather, to be allowed to become law without a signature. House Bill 137 took effect on July 14, 2015, due to an emergency clause contained within the proposal. We’ve included actualities from Sen. Ryan Silvey, R-Kansas City, and Sen. Gina Walsh, D-Bellefontaine Neighbors, in this feature report narrated by Senate Communications Officer Dean Morgan.
