The Missouri Senate Capitol Briefing for the Week of April 23, 2012

The Missouri Senate began full debate this week on 13 budget bills that encompass the state’s projected $24 billion operating budget — early Wednesday morning (4-25), the Senate gave approval to its version of the budget.

The budget bills address all matters of state government from elementary and secondary education to social services, and pertain to Fiscal Year 2013, which will run from July 1, 2012, to June 30, 2013.

Capitol Dialogue for April 2012: Transportation

Host Bob Priddy from Missourinet, along two lawmakers, appear on the April edition of Capitol Dialogue to discuss transportation funding. Senator Mike Kehoe, R-Jefferson City, and Rep. Tim Meadows, D-Imperial, talk about transportation funding and the potential of toll roads — especially to fund the rebuilding of Interstate 70 through Missouri. Toll roads could be a part of a larger funding proposal, if reconstruction along I-70 become reality.

The Missouri Senate Capitol Briefing for the Week of April 16, 2012

Education and the safety of children comprised of much of the Missouri Senate’s agenda this week. Many senators place education in Missouri at the top of their list of legislative priorities.

Aiming to provide children with the best education possible,
SB 576 would, among other provisions, modify terms relating to charter schools, allowing charter schools to operate in unaccredited districts throughout the state, in addition to the St. Louis City and Kansas City school districts.

Upper Chamber Gives Its First-Round Approval to Child Protection Measures

JEFFERSON CITY - The members of the Missouri Senate today (4-18) gave their initial stamp of approval to measures designed to strengthen protections against some of the state’s youngest citizens. Senate Bill 448 would change provisions relating to child care providers in the Show-Me State and create “Sam Pratt’s Law.”


More specifically, SB 448 would require any child care facility that is exempt from licensure to disclose its licensure-exempt status to the parents or guardians who have children attending the facility. In addition, the legislation would increase the penalty for violations of child care licensure provisions to include a fine of $200 per day, not to exceed a total of $10,000 for subsequent offenses.

Missouri Senate Capitol Briefing for the Week of April 9, 2012

After observing the Easter holiday, Missouri senators jumped back into work on Tuesday, April 10, and gave final approval to several measures.

To protect landlord rights,
SB 804 states that if a tenant receives a court judgment stating he or she must vacate the property and that person hasn’t done so 10 days after the judgment, he or she would be subject to a Class B misdemeanor. The bill sponsor stated that landlords deserve the same protections under the law as any other legitimate business owner.

This Week in the Missouri Senate for April 13, 2012: Legislation

  • Senate Bill 661, which would create a phased-in individual income tax deduction for business income and reduce the corporate income tax rate over a five-year period;
  • House Bill 1174, which would change the laws regarding school accreditation by authorizing the State Board of Education to establish an alternative governing structure for a failing school district;
  • Senate Joint Resolution 30, which — upon voter approval — would require the joint election of the governor and lieutenant governor beginning in 2016;

This Week in the Missouri Senate for April 6, 2012: Legislation

This Week in the Missouri Senate reviews:

  • Senate Bill 677, which would modify provisions relating to school accreditation for failing school districts;
  • Senate Bill 806, which would modify current laws relating to the employment of school personnel;
  • Senate Bill 706, which would modify provisions relating to school operations;
  • Senate Joint Resolution 43, which — upon voter approval — would limit the total service in the Missouri General Assembly to 16 years in any proportion between the Senate and the House of Representatives;

Missouri Senate Capitol Briefing for the Week of April 2, 2012

Before Missouri senators adjourned for the week to observe the Easter holiday, several bills passed out of the upper chamber and moved to the House for similar consideration.

In addition, on Monday (4-2), the governor signed
SB 450, a measure addressing school board terms. As the bill contained an emergency clause, it became law immediately upon the governor’s signature. The legislation was particularly important for the Ft. Zumwalt School District in St. Charles County, as it hosted a school board election in early April and needed clarification for board members and voters.
