The Senate Minute for Aug. 31, 2010

Among the higher profile measure to be introduced in the Missouri Senate this year was Senate Bill 844. The ethics reform measure was passed by both the Senate and the House, and then signed by the governor. Its provisions took effect on Aug. 28, 2010.

August 2010 Capitol Briefing: Majority of Passed 2010 Bills Become Law Aug. 28

This Saturday, Aug. 28, most of the bills passed during the 2010 legislative session that were not previously enacted or do not have specified future effective dates will officially become law.

Rather than being just an arbitrary date, Aug. 28 is 90 days after the constitutional end of session. This is significant because the Missouri Constitution requires that no passed bills take effect before 90 days have passed with a few exceptions.

The Senate Minute for Aug. 24, 2010

Earlier this year, the Missouri General Assembly passed, and the governor later signed, House Bill 1695. The measure makes changes to certain aspects of driving while intoxicated cases and the use of drug courts in Missouri.

Missouri senators are looking ahead to the date when most bills passed and signed by the governor this year will become law, including House Bill 1311, which requires insurance providers to cover autism diagnosis and treatment. The governor signed the measure earlier this summer and it will take effect on Aug. 28, 2010.

Missouri’s fiscal started on July 1. Lawmakers had to cut $456 million to help balance the fiscal year 2011 state budget. Parts of those cuts came from education spending. Senators say it’s tough to look at education spending without looking at the entire budget.

This Week in the Missouri Senate for Aug. 2, 2010

The Missouri Senate Educated Citizenry 2020 Committee meets in Kansas City to discuss urban education, the school funding formula and education reform.
